The City of Celina and the Celina Economic Development Corporation Announce Major New Development in Downtown Celina, Trackside Junction
CELINA, Texas — The City of Celina and the Celina Economic Development Corporation (CEDC) today announced Trackside Junction, a public-private partnership that represents one of the most transformational private investments to date in Downtown Celina.
This project represents the culmination of a year-long collaboration between the City of Celina, the CEDC, and Nack Development. Together, the partners have thoughtfully shaped a vision that honors Downtown's historic character while positioning it to support the next generation of growth, investment, and community life.
"Downtown is where our story began, and it's where we continue to invest in our future," said Mayor Ryan Tubbs. "As Downtown Celina and the square evolve, this project reflects our community’s shared belief in growth that respects our history while creating new opportunities for businesses, residents, and visitors. This partnership strengthens the heart of our City and helps ensure Downtown remains a place people will enjoy for generations."
This $15 million private investment includes retail, restaurant, office, event, and luxury residential space in Downtown. The project will add 15,000 square feet of new commercial space, creating opportunities for local businesses while helping connect the historic square with Celina's growing Entertainment District.

We're honored to partner with the City of Celina and the Celina EDC to help write the next chapter of Downtown's story. The development also continues the City's long-term vision of creating a more walkable, active Downtown. By extending commercial activity farther along Louisiana Drive, Trackside Junction will encourage additional investment while creating more places for people to shop, dine, work, meet, and spend time together.
Another important piece of the partnership is the use of the Tax Increment Reinvestment Zone (TIRZ) No. 11. This development is the City’s first significant use of TIRZ funding to directly support a specific economic development project.
Created in 2017, TIRZ No. 11 is a tool that allows the City to reinvest a portion of the future property tax value created by new development back into the Downtown area. TIRZ funding allows growth to help pay for improvements that encourage additional private investment and strengthen the district over time.

As Celina continues to grow, City leaders remain committed to ensuring Downtown grows with it. Trackside Junction reflects that commitment by balancing new investment with the character and charm that has always made Downtown Celina the heart of the community.
